Hi @settermjd I've managed to fix nearly all the tests in PHPUnit. There's some tests that require catching E_WARNING and E_USER_ERROR that PHPUnit will be phasing out in v10. And there's also some at() calls that require fixing. But nearly there.

The Vagrantfile also works well, but will be much easier to use when we migrate to Docker.

I've commented on the issue on another issue, but lets not forget that during this move to satellite packages the relevant test will need to move to the respective satellites since they will no longer be valid in the core package.
