Description

Maps to XML_SAVE_NO_DECL in libxml2, but doesn't do anything.
libxml2 implements this, but somehow this is broken at PHP's side...
See also: https://bugs.php.net/bug.php?id=47137 for more references. Reporter claims it used to work, comments claim it never worked. Guess I'll have to investigate at some point.
