8.1.23 is also missing on https://windows.php.net/download/
FWIW: building on Windows from the tarball at https://www.php.net/distributions/php-8.1.23.tar.gz works fine.
BTW: even 8.0.30 is still missing on windows.php.net. See #11930 as well.
