Allow fallback value syntax for fpm config

Description

In #11351 syntax was introduced that allows using fallback values for values in ini files. It would be nice to use the very same syntax for PHP fpm configuration files.

My bad, this already works perfectly fine I see, just realised I incorrectly copied the syntax while testing this.
