PHP 8.3.22 Windows libpq.dll is linked to wrong openSSL version

Description

The extension php_pgsql.dll can not be loaded because libpq.dll is linked to libssl-1_1-x64.dll and libcrypto-1_1-x64.dll and not to the corresponding openSSL 3 versions.

The package file was not updated correctly.

Can we rebuild the 8.3.22 release for windows.php.net.

I have fixed this in the downloads.php.net builds

Yeah, sure! I've uploaded new builds; for the sake of sticking with how we did these so far, built with php-ftw. (I need to switch to windows-2022 runners for the next RCs, since windows-2019 is only supported till the end of June, unless I could just upload php-windows-builder builds.)

Yes php-windows-builder should work. The interface is the same. Also, we now have a CI pipeline to trigger the builds on new tags, so linking to downloads.php.net builds might be a good option as well.
