This also defines two macros: php_random_bytes_throw and php_random_bytes_silent depending on use case which will throw exceptions or not respectively

Merged for 7.0.1, thanks Anthony. With this, the door for #1585 is open. If you'll find time to adapt it, we'll see whether it still can be included in 7.0.1 or 7.0.2. Thanks!
