Solving "key type not supported in this PHP build" error for bug 66501:

by adding EC support to php_openssl_is_private_key

also includes unit test that expects
PHP Warning: openssl_sign(): key type not supported in this PHP build!
not to be emitted

This fix has been merged into the 5.4, 5.5, 5.6 and master branches. You
can also find the changes reflected in the NEWS file in each branch. I
cherry-picked the commit to simplify merging, so please manually close this
PR when you have a chance.
