As attributes are placed on both the property and the parameter if promotion is used, do not generate an attribute target validation error if the attribute is only applicable to properties or only applicable to parameters. Note that the attributes will still be returned by getAttributes() -- we have not loaded the attribute definition at that point, and as such cannot filter them out.
