The cuda feature builds with MSVC on Windows.build.rs passed
gcc's -fPIC to cl.exe, linked a stdc++ MSVC does not have, and looked
for the CUDA libraries only in lib64. It now builds the kernels against
the CRT Rust links (/MD, or /MT with crt-static), leaves the C++
runtime to cl.exe's objects, and also searches %CUDA_PATH%\lib\x64. stripe.cu read the Titarenko sinogram through a GNU statement
expression, which nvcc rejects under cl.exe; it is a device function now.
CI builds and links it on Windows with CUDA 13.0.
