• Pipelines: The changelog pipelines behind cocode changelog update (write_changelog and write_changelog_enhanced) now tell the model to ignore plans and work-in-progress files in the diff, so generated changelogs no longer list them as changes.
• Tooling: Pinned ruff to an exact 0.16.4, up from 0.14.13, matching what the Ruff VS Code extension now bundles. Ruff 0.16 lints pyproject.toml itself, and a pre-0.16 binary in the editor painted phantom invalid-syntax diagnostics on it. This is a dev dependency only: the upgrade produced no new lint findings and no reformatting.

Fixed

• Docs: CLI_README.md's example of extracting Python files from the cookbook now reads its recipes directory. The cookbook's redesign removed the examples directory it pointed at, so the example extracted nothing.
• CI: Bumped the Sigstore signing action in the publish workflow from v3.0.0 to v3.5.0, SHA-pinned as 790bc6befb9d733738f18d8f895854b453640ec9. The sigstore-python bundled with v3.0.0 predates the Sigstore TUF trust-root rotation, so signing failed with tuf.api.exceptions.UnsignedMetadataError: root was signed by 0/3 keys. Since that step sits in the GitHub-release job, a version could reach PyPI with no matching GitHub release or tag.
