"cannot be opened" → System Settings → Privacy & Security → Open Anyway,
once. Windows shows a SmartScreen warning: More info → Run anyway.

Already installed? The app updates itself. On a Mac that had the app
before it was called AnkiEngine, installing from the download instead
leaves the old APE.app beside the new one: delete APE.app afterwards.
