What is in this Pull Request ?
The way URI is formed for -UseWebLogin ignores the site the user is authenticating against and just auths against root. This is due to how the new Uri(Uri baseUri, string uripart) constructor works - it ignores the path in baseUri beyond host.
This change alone should fix #3163, but since I was at it, I thought implementing a new switch for adding your preferred site-relative login request URI might be helpful.
