Offers 2 strategies for rate limit handling:

* Error mode (default) - on 429 returns an error with the rate limit reset time
* Handler mode - this will handle the rate limit backoff internally, blocking on the Get call

In addition, irdata Get calls can be configured to automatically retry (with backoff) when common retriable errors are encountered (e.g. 502)
