during installation an error occurs

Could you try to clean and make again?

make USE_PGXS=1 clean
make USE_PGXS=1

Also could you show output of following commands?

bison --version
flex --version

На самом деле вопрос уже решил, выше оставил комментарий.
Часть команд в инструкции нужно делать от рута, а часть от юзера postgres.
