1.5.1 tag does not include mingw64 fixes

The 1.5.1 release claims it fixes msys2/mingw64 compile issues, but those weren't committed until May 25th and the tag was release May 1st.

Just tested that tag to confirm it doesn't compile against msys2/mingw64, but master does.

https://github.com/postgrespro/pgsphere/releases/tag/1.5.1 does not claim that it fixes msys2/mingw64 compile issues. It lists them under "Known Build Issues". That means the maintainers know 1.5.1 fails to build on that platform.

As you noted, that build issue was subsequently fixed, but there's been no release of PgSphere since then. I guess it was expected that some additional changes would be committed before making another release, but it's been too long since the last release, certainly. I suspect that fixing the selectivity issue (#139) with PostgreSQL 18 would definitely be worth making a release for!
