Q: Status of this "mirror"?

The source of this appears to be http://sigaev.ru/git/gitweb.cgi?p=plantuner.git without the git history present going back 10 years. Also new commits in 2019 don't seem to be taken from there. What's the status of this repository? Is it a "fork", a "mirror" or simply unmaintained?
