Can I use pre-commit-hooks locally？

I want to use pre-commit-hooks locally because my environment is not connected to the internet. How should I configure the config.yaml file?

what have you tried so far?

it's going to be difficult to use it if you have no way of downloading it initially though (note that pre-commit can operate entirely offline after initial hook install)

I have clone the code to my repo. using like:
.pre-commit-config.yaml :

repos:

    hooks:
      - id: trailing-whitespace
        name: trailing-whitespace
        entry: python3 ./hooks/pre_commit_hooks/trailing_whitespace_fixer.py
        language: system
        files: \.py$

It can work correctly.But in this way, I am worried that users will modify the python files under hooks bypass the code check of hooks.And I am worried that if I fill in the python script directly in the entry in yaml, there will be some dependencies that need to be installed.

My goal is to use the simplest way to enable users to use hooks correctly

I m considering using pyinstaller for packing those hooks python scripts. But I m not sure it would be a simple way.

After some consideration, I think tools like pre-commit should mainly rely on contributors using them voluntarily, rather than being enforced. So I kept the Python hook scripts in the repo and also provided a script to help install pre-commit easily. I believe stricter enforcement should be handled in Gerrit instead. Do you have any better suggestions?

pre-commit is already opt in by design. but you'll want to enforce the standards in ci
