Switch to LanguageNotEditable not possible in new UIKit Theme

A user who has only access rights to page-edit-lang-de can't see anymore the values of other languages. This is broken because the <li>-tab has the class "uk-disabled" which does cancel the click event or something similar. When I remove this class, I can switch to the language where I get the correct message: "Changes to this field will not be saved because you do not have permission for language: Englisch."

Add this class to a list item to apply a disabled state. Also remove the hrefattribute from the anchor to make it inaccessible through keyboard navigation.

I think uk-disabled ⁨should be removed in wire⁩/⁨modules⁩/⁨AdminTheme⁩/AdminThemeUikit⁩/init.php lin 68.

This tabs should not be disabled.
