v0.23.7: people, not company inboxes

• Held sends (deliver_email) re-check the address's weekly cap and cooldown and defer when it is used up. Before this, three colleagues approved together behind one info@ got three sends (#222).
• A workflow whose verify step skips shared inboxes now skips them at every send gate (autopilot, approve, held send). The refused card goes back to pending until a personal address is found (#222).
• press/media/pr/newsroom/recruitment/recruiter/hiring/talent desks are refused, and so are malformed addresses (#222).
• Version only: #221 had already shipped as v0.23.6 (#223).
