萌典上面是把「意謂」解釋為「以為」，出自文選·李陵〈答蘇武書〉：「陵也不才，希當大任，意謂此時，功難堪矣。」
我覺得應該是「意味」比較好啦，或者是直接改成「代表著」也可。
