split the lightweight wallr ipc client from wallr-daemon, which owns wayland, wgpu, and ffmpeg. static commands no longer load the rendering stack.
wallr daemon remains the command to start the daemon; release archives include both executables.
software video frames now use nv12 rather than full-resolution rgba before upload.
hardware decoding selects an ffmpeg decoder that supports the requested backend. the configured --fps cap also skips unnecessary frame transfers and conversion.

the release binary includes static ffmpeg with nvdec support; an nvidia driver is still required to use nvdec.
