Docs: Update Mesa Overview page

The [Mesa Overview](https://mesa.readthedocs.io/en/latest/overview.html) page [`overview.md`](https://github.com/projectmesa/mesa/blob/main/docs/overview.md) is quite outdated. It needs to be updated fully, not only for Mesa 3.0 but also for modern Python.
