Here some excerpt from the russian wiki page (unfortunately i can't seem to find public information in english):

On June 5, 2018, the Council of the Coordination Center for TLD RU decided to cancel the special status of mil.ru, edu.ru, int.ru, gov.ru, ac.ru, test.ru domain names from September 1, 2018

We can even open working websites mil.ru, edu.ru, gov.ru, which means that these are not public suffix domains (correct me if I am wrong)

This seems to be attempting to roll back #815 ; @cctldru please provide input about this

@dnsguru Thank you Jothan for checking my PR and pointing @cctldru. This PR is definitely has to be checked by them. I'm not so experienced in public suffixes and it's likely that my idea to make the changes I made is wrong taking into the consideration that the PR of @cctldru had been made after September 1, 2018.

My main rationale is that there are currently websites registered directly on mil.ru, edu.ru, gov.ru domains.

These domains definitely should not be in the ICANN section, and I agree that they need to be moved to the PRIVATE section.

@cctldru as I see they have been already in the PRIVATE section since your #815. So my PR should be closed, doesn't it?

Domain names ac.ru, edu.ru, gov.ru, int.ru, mil.ru, test.ru is no special-reserved by policy after 2018-09-01.
But part of these domain names still use by registrants for third level. We (Registry for TLD .RU and .РФ) still have opinion that the ac.ru, edu.ru, gov.ru, int.ru, mil.ru, test.ru must be at PRIVATE section of Public Suffix List.

So my PR should be closed, doesn't it?

I think that this is what you should be done.
