Cannot navigate pulse using screen reader

STR:

1. Open VoiceOver on MacOS
2. Attempt to navigate pulse UI (VO + shift + down, after focusing window)

Expected:
VO enters the browser application and begins to speak controls like back, forward, reload, URL bar, etc.

Actual:
VO cannot enter the browser application because no accessibility tree is exposed
