I think the nightly templates need updating too
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-2025-04-06-puppet8-nightly-release
Also @Sharpie said puppet-tools-release on apt still has the expired key https://perforce.atlassian.net/browse/PE-41095?focusedCommentId=3633164. Ah it looks like the version 18 is on apt, but the updated package was 19. So maybe the sync didn't succeed?
