Webmon 0.2.0: upload page, USB storage, downloads and a file picker

• Root detection (Homebrew Channel exec) and USB drives; the drive's Webmon
  folder is linked (or bind-mounted with root) into the data folder, and the
  game's mods folder moves onto it when it can be written
• Upload page (cpp-httplib, PIN, LAN only): status, create a Webmon folder,
  upload/delete .love, ROMs, saves, mod zips and carts, and make the TV
  download a gen1recomp release with its curl
• Lua bridge: the native file picker gen1recomp asks for
  (love.system.pickFile/getPickedFile), listing TV storage, USB Webmon and
  RetroArch roms/ and saves/ folders; info panel on remote key 1
• Setup screen: download the latest release with OK, then restart into it
• New handheld-style app icon
• Tests without a TV: tools/server-harness (upload page) and
  tools/bridge-test (picker)
