Update the current version of numexpr_mod with the commits from the original numexpr package.
This update is primarily aimed to migrate to numpy>2.

…ated without compilation

- Augmented the 're-evaluate' function
- Renamed package
- Installation instructions correction
 - Fixed out keyword argument not working.
 - If a variable is not found in a provided local_dict or global_dict, it is searched in the call frame.

Not intened to merge into the pydata/numexpr.
The pull request can be deleted.
