Releasing instructions for pyodide are out of date

What is your issue?

The meta.yaml file for xarray mentioned in our HOW_TO_RELEASE.md no longer exists:
https://github.com/pyodide/pyodide/blob/main/packages/xarray/meta.yaml

Is there a newer process for updating xarray in pyodide, or this is no longer necessary?

if I understand correctly, the packages have been moved to pyodide-recipes, which mean that the new location is https://github.com/pyodide/pyodide-recipes/blob/main/packages/xarray/meta.yaml
