Release pyobs-core 2.16.0 with the scheduler fixes merged since 2.15.0:

  • Ignore Moon illumination limits when the Moon is below the horizon, matching AstroplanScheduler.
  • Use complete observing periods for FollowMerit and PerNightMerit: sunrise-to-sunrise for nighttime operation and sunset-to-sunset for solar operation. Configure solar schedulers with mode: day.
  • Update the multidict dependency and specification status records.

Validation: pytest, Ruff and pyrefly passed on the scheduler implementation PRs; release PR checks must pass before merging.
