Patch release fixing two follow-ups to v2.16.0:

  • Fix "No finite solar reset event" failures in northern nighttime scheduling when autumn sunrises move later by more than a minute per day, and in solar daytime scheduling when spring sunsets do the same. Valid daily resets survive an empty Astroplan follow-up search; genuinely missing polar events still fail explicitly.
  • Omit solar elevation FITS bounds that impose no limit (REQ SUNALT MIN = -90 and MAX = +90), while retaining effective limits and direction.

No configuration changes or dependency downgrade is needed.

Validation: implementation standalone suite 2443 passed; Ruff, Black and pyrefly passed. Release PR CI must pass before merging; package publication and release integration tests are verified separately.
