This is a follow-on to PR #6694 ("Address #6692: Only import a Command class when needed").
This PR makes it so that
RequirementCommand
is only imported when running commands that actually inherit fromRequirementCommand
(specificallydownload
,install
, andwheel
). This gets us closer to making it so that thePackageFinder
and download machinery is only imported when running commands that actually need it.This is also related to #4768 ("Speedup startup time").
