Add flags to build with Py_STACKREF_DEBUG enabled on Windows

Feature or enhancement

Proposal:

Add --stackref-debug flag to build.bat to be able build with Py_STACKREF_DEBUG enabled on Windows.

I have PR ready.

Has this already been discussed elsewhere?
