Because the serial numbers displayed are just ordinals, we need a number to identify a proposal uniquely. In the db, there's already a unique id field for every proposal, so lets use that.

Coverage Status

Coverage remained the same at 67.23% when pulling fb0803c on adds-proposal-id into 28bd9d9 on master.
