dlfw related changes

1. timm does not work on tegra
   add if timm not exist skip timm related test
2. dlfw ci does not support git hash fall back to use non git
3. dlfw do not add torch tensorrt as requirements in setup.py
4. remove hub.py download from torchvision and timm only download our own models
