CI wheel build for CUDA 13.0 faliing with "ValueError: Cannot repair wheel, because required library "libcudart.so.13" could not be located"

Digging around I found CUDA 13.0 build jobs were just landed in pytorch/test-infra: pytorch/test-infra#7046

This is causing torchao linux python3.10 wheel build job to fail in CI for CUDA 13.0 wheel: https://github.com/pytorch/ao/actions/runs/17279812514/job/49045593639

Error: ValueError: Cannot repair wheel, because required library "libcudart.so.13" could not be located

Seems like we need to update this line to check for *.13 suffix?
