[Arm] Support INT16 FCNode ops with TOSA reference model run

With #13801, we add INT16 FCNode op support in quantization and add tests for TOSA, U55 & U85 which as expected fails. This task is to build support through the entire tool stack.

Thanks for raising this, @Ninja91 . I believe this was fixed with #14714. Does the pr fixes the problem? If yes, i'll close the ticket.
