libc version is too low for docker to build nightly/release wheel package

qnn sdk requires libc >= 2.29, while the docker image provided by pytorch infra only support 2.28. This blocks us to release nightly wheel package with qnn backend

@cccclai FYI I'm not sure if this is the exact same problem, but I ran into something very similar on the ARM Linux jobs and was able to fix with #14677.

It's different. This issue is about libc, not libcxx
