Summary: The `make_tensor_ptr(TensrPtr)` overload creates a view on an existing `Tensor`. Here we provide a way for users to customize the shape, etc. so that they can easily do squeeze/unsqueeze and other convenient operations. Differential Revision: D84259597 (cherry picked from commit 4bdd3df)
