The quantization reference on TorchVision seems broken after an upstream change on PyTorch.

This issue is here just to track the problem. The equivalent ticket on PyTorch Core is pytorch/pytorch#69235

This is fixed on the latest main branch of PyTorch core. It's unclear what fixed it.
