This is a dummy PR that spins some new CI envs that pull the latest torchvision binaries and test if we are able to load the
image.so
andvideo_reader.so

.Conda binaries work as expected (minus Windows for
video_reader
, but that's expected as we still need to build and upload those binaries)Note that I removed the jobs that compile torchvision so that we can have less CI noise.
