Add TaskSlot::cancel_unstarted for executor services that intentionally discard accepted unstarted work, document the Cancelled versus Dropped distinction, and bump qubit-executor to 0.3.1.

BREAKING CHANGE: executor-service implementations should use TaskSlot::cancel_unstarted for accepted unstarted work removed during stop instead of relying on dropped runner endpoints.
