Fix typed Arrow IPC decoding used by RPC parameters and unary results.

  • Honor deserialize_from_bytes overrides, including raw payload-size checks before Arrow decoding.
  • Reject extra batches, trailing data and truncated framing in bounded single-batch values; preserve valid physical EOF, legacy/modern EOS, and existing empty/schema-only utility values.
  • Return HTTP 400 for malformed typed requests and retain TransportError handling for corrupt unary results.
  • Keep streaming RPC framing unchanged.

Regression coverage includes malformed values over public pipe/HTTP calls, continued use after rejection, dictionary batches, byte limits, and unary responses. Linux ARM64 qualification passed the full RPC suite (5,736 tests), the VGI Python suite (4,661 tests), and native DuckDB 1.5 integration checks.
