Description
Add the new guidelines for snippets discussed over on Discord. This also removes any snippets not following them, and fixes the one that weren't following them.
Ps. This also adds editorconfig to avoid CRLF line endings, and an additional check in the snippet parser to ensure that the slugifyed snippet title is == to the snippet file name
