The MTU situation is bit tricky - we need to figure out what to do when there are multiple links.
also some adjustments for python3.8 compat
This change makes the configuration process slightly more readable by separating low-level commands that are essentially wrappers around esxcli and esxcfg-vmknic binaries from a higher level code that takes Openstack's network_data as an input.
