feat(cli): nest commands under 'deploy' and rename 'init' to 'quickstart' #896

This command runs all the other commands with defaults so a better name for it would be 'quickstart' so make that change.
As we expand this utility we've discussed adding other commands unrelated to the deployment operations so move the commands under 'deploy' now to future proof us.

We've discussed that we'll add more than just deployment to this tool so move the existing commands under 'deploy' today so we don't break things. Since the 'init' command does all the operations and is opinionated rename it to 'quickstart'.
