Test and/or Use The New FreeTDS Git Release System

Possible changes could be dropping 0.82 from the miniportile rake file and putting in a future version that may the latest minor release and just use some ENV var to switch to that one vs the 0.91 release some months back. From here we could even help homebrew get up to date if needed.

Might I add that this is a rather clever use of using Hash's key miss with a block!
