AI API Gateway Platform - 将 AI 订阅配额分发和管理

• 新增 OpenAI Responses WebSocket 智能上游协议路由，并保留会话与账号边界（#606）。

• 完善优先调度延迟惩罚、恢复与生成写入前策略复核（#615、#617）。

• 新增延迟分析、账号连接测试阶段耗时及请求排队/前置等待观测（#602、#604、#610）。

• 新增 OpenAI 响应头超时管理设置；已提交请求在响应头超时后可按规则故障转移，避免对已提交响应重复重放（#612、#613）。

• 区分 OpenAI OAuth 连接与 API Key 账号的管理边界，并修复 WebSocket 多轮请求身份、流式用量和计时问题（#601、#607、#610）。

• 本版本新增数据库迁移 320、321、322；升级前请备份数据库并在隔离环境验证。数据库迁移不会随二进制回滚自动撤销。

• 本次发布由远端 Release workflow 构建正式产物；CI/隔离回归不等同于真实生产流量验收。

• 本次仅发布 Release 与产物，不执行生产部署或服务重启。

K3s gateway upgrade (on each existing single-node host):

Defaults: namespace tosky-canary, Deployment tosky-nerd; override with --namespace NAME --deployment NAME.
Upgrade every instance sharing Redis to this release.
