Bugfixes

• #1469: The action server no longer crashes at startup with TypeError: ... argument after ** must be a mapping, not list when tracing in endpoints.yml is a list. It accepts a single mapping or a list, ignores langfuse entries (Langfuse tracing is handled by the Rasa server), and uses the jaeger or otlp entry. Configuring more than one jaeger/otlp backend raises an error, as on the Rasa server.
