Retry budgets (stopAfterMs(), RetryingHttpClientbudgetMs) are measured with the monotonic hrtime() when the clock is the default Clock\SystemClock, so an NTP step or manual clock change no longer shrinks or inflates the budget; AttemptRecord::$elapsedMs / HttpAttemptRecord::$elapsedMs use the same source. Any other clock (e.g. FakeClock via withClock()) is still read as-is, and Retry-After HTTP-dates are still parsed with the PSR-20 clock (#32).
