Simplify CD to a single deliver stage with dev/latest tag split (#4)

One delivery job packages the CI artifact for both events; only the
tags differ: a push to main delivers dev + sha-... (deliberately not
latest), a version tag delivers the semver cascade plus latest. So
latest always points at the last release, never at the moving
development state of main. GitHub environments are dropped and
mentioned as a future extension instead.
